During the development of 007 First Light, developer IO Interactive considered incorporating more over-the-top gadgets for James Bond, but ultimately scaled them back to maintain a more grounded portrayal of the character. Senior combat designer Tom Marcham told GameSpot that the team experimented with ideas like an alligator submarine and flamethrower bagpipes, but found they detracted from the experience.

"We had things in it that we thought were going to be cool, but when you play it, it turns out it's not cool, it just looks silly," Marcham stated. "There was definitely a point where it felt like he'd become Mr. Gadget, and we had to tune it back."

Instead of fantastical gadgets, the game's focus shifted to espionage-focused tools and close-quarters combat, which Marcham felt better suited Bond's character and the game's design. The team aimed to avoid overly "gamey" mechanics, such as excessive use of tasers or sleep darts, opting for a style that aligned more closely with the established personality of Agent 007.

Despite the decision to limit Bond's arsenal in the initial release, IO Interactive is not ruling out future expansions to the character's field kit. Marcham indicated that the studio is continuously exploring ways to enhance replayability, including potential additions to Bond's gadget selection. "I think we'll continue to expand with ways you can replay encounters and play about with the ruleset so that we can get more out of the campaign that we have," he said. "We're still messing around with the gadget side of stuff. I think there's a whole world that you can explore with who Bond is and why he uses gadgets."

007 First Light has achieved significant commercial success, selling 1.5 million units within its first 24 hours. Following the model of the Hitman: World of Assassination trilogy, IO Interactive has planned a year of post-launch content. This includes new challenges, upgrades, a photo mode, a New Game Plus mode, and a story expansion that will feature the character Bawma, portrayed by Lenny Kravitz.
