Leaked files from Grand Theft Auto 5 have revealed that a planned story DLC may have taken players to Paris, marking a potential return to international settings for the franchise for the first time in over a decade.
The proposed DLC, initially announced by Rockstar in 2013 with an expected 2014 release, never materialized as the studio prioritized Red Dead Redemption 2 and GTA Online. Information uncovered from the leaked content indicates one of these DLCs would have followed protagonist Trevor as a secret agent. While much of this premise was previously known, new details suggest a segment of the story was set to take place in Paris.
Evidence of this includes unfinished levels found within the leaked files, featuring a luxury apartment overlooking the Parisian skyline. A flat image of the Eiffel Tower was visible from a balcony, though it was not a fully realized 3D environment, suggesting it might have been used for cutscenes or a specific mission.
The Grand Theft Auto series has only ventured overseas once before, with the 1999 expansion GTA: London 1969. Former Rockstar writer and creative director Dan Houser previously stated in 2025 that the series' inherent Americana made it difficult to envision working effectively outside the United States, citing the need for its distinctive characters and tone.
Trevor's voice actor, Steven Ogg, has also spoken about the scrapped DLC, confirming he filmed scenes for it. A former developer estimated the project was approximately halfway complete before being canceled. Joe Robino, a former Senior Camera Artist at Rockstar, expressed disappointment, noting that the immense success of GTA Online as a "cash cow" made it difficult to justify the standalone DLC's completion from a business perspective. He felt that both could have been pursued concurrently.
With the upcoming release of GTA 6, the revival of this particular DLC appears unlikely. However, some elements that were developed for it may have been incorporated into updates for GTA Online, such as The Doomsday Heist.
