Dragon Ball anime producer Toei Animation has officially denied any involvement in a proposed Dragon Ball theme park planned for the Paris region of France. The announcement comes amid public concern expressed by some Japanese commenters regarding licensing and representation following a surprise announcement by Saudi Arabia and France last month.
French President Emmanuel Macron announced the theme park project during a state visit by Saudi Arabia's Crown Prince Mohammed bin Salman. Macron described the initiative as three theme parks located in Cergy-Pontoise, northwest of Paris, citing a 6 billion euro investment and an expected creation of 22,000 jobs. An official press release from the Île-de-France region later referred to one of these parks as a "Dragon Ball park."
However, Toei Animation issued a statement clarifying its position. "Recently, some media reports have suggested that ‘the decision has been made to build a Dragon Ball theme park in France,’ however our company (...) and relevant rights-holding companies have not granted any licenses in relation to this matter, and we are not aware of any such plans," the studio stated.
Toei Animation is involved in a separate, confirmed Dragon Ball theme park project in Riyadh, Saudi Arabia, in partnership with Qiddiya Investment Company. The studio had previously announced this project on its website in 2024, providing concept images and details. Toei clarified that concept art used in some reports about the proposed Paris park actually belongs to the Riyadh project.
The rights surrounding the Dragon Ball franchise are complex, involving multiple companies. While new projects related to the franchise were announced earlier this year, the specifics and realization of a theme park in France remain uncertain. No opening date has been set for the proposed French park, and construction is expected to span several years. Saudi Arabia, through its Public Investment Fund and related entities, has been increasing its investments in the gaming sector, holding stakes in companies like SNK and Capcom.
